I lived in a tiny town many years ago where a letter carrier was mauled by a dog. The post office ruled that no one would get house delivery. We all had to get post office boxes at the local PO. That works for a tiny town, but not for a city, probably. Can’t fault them for taking precautions to keep their postal workers alive, though.
Anyone with free roaming dogs should be fined until it hurts—and more. I’ve been chased and bitten by a ‘friendly’ dog as I was walking along the sidewalk, my dad was severely bitten by someone’s dog as he rode his bike past their house. Terry and I have been challenged at the park by dogs off leash while their owners yell, “he’s friendly, he won’t hurt you.” Well, you know, when a dog has his hackles raised and is charging you, it really doesn’t look too friendly. It’s very, very frightening. It’s surely not a new problem or one limited to pit bulls or letter carriers. People refuse to believe that their darling dog would attack someone. But they do and you never know for sure until they’ve latched their teeth on you.

I work with a woman who lives in a blue collar neighborhood of Kansas City and the PO has stopped delivering mail to her block altogether. She has to go to the PO to fetch her mail. But this isn’t some government bureaucracy at work. Rather, her street has a number of free roaming pit bulls that their owners won’t rein in. So the letter carries can’t make the rounds.
