Yes, I can envision it all ending up in my dining room, too.
Bedrock? I’d have to guess it’s wayyyy down there. We’re built on what amounts to an old sand dune. It’s sand all the way down to the main street by the river. I have yet to find anything that resembles actual dirt or clay or rock.
Given the amount of rain you tell us about, I’d be worried about continued erosion and potential mudslides (sandslides?). There might be a need for a catchment fence or something while everything else is being done up there at his end.

I suspect that this is the catchment fence. Or as close to one as we’re gonna get.

This is so funny ... for now.
If the guy wants to build out a “platform” for a pool, he’s going to have to do a lot of subsurface work. He may need to find bedrock, which might be waaaay down. In fact, it might be all the way down below your surface. How much of the topography in your area is glacial till?
I hope he’ll also need to get some sort of zoning variance and/or major building permits, with a public hearing and the whole nine yards.
What worries me is that he’ll try to build a platform or such without proper engineering. I can envision the whole thing coming down into your yard some rainy night.
